So I decided to get a new jungler, one with 19 in jungling, and expected him to wreak havoc and carry my team in some way. Instead he often just gets scores like 0/3/0, and, no matter how highly I prioritize ganking and tweak his strategy, he just seems kind of useless. So I looked through the next 10 games to see if anyone else was getting carried by their junglers, and not surprisingly, almost every game the junglers had the worst scores. Is it possible the Junglers might need a buff?

Totally agree. Even when tweaking with their tankiness, utility and damage, they always have the same impact.
but yea. I'm starting to think escape is the most important stat on a jungler. If they can be disruptive and somehow trick laners into retreating behind their towers when they gank without giving up too many free kills that's pretty much a win for a jungler at this point.
