Report Player

I've been looking around and can't find the area where you would report a player. I found someone bidding up their own player. Can someone tell me to whom and where I would put this information? Thanks

Can someone buy his own player ? If for example I want a player that my main account is selling for my smurf, have I the right to buy him ?

It's against the rules, otherwise my smurf would be a top team ;)
