Can someone please explain to me how "Scout" works... Like the whol investment thing and I just don't understand it :/

In short, you put a ton of money into it and it gives you players on stat decay because they're already 28.

when I started with it it was based on "more money, higher elo"- players so it isnt just old players. I get players under 20 with 30+ stats like a few times per week, but I put in over a million everyday so it is like "to get the best, you gotta invest".
