When and how do you get promoted to the next division? I'm #1 in my division and i'm raising my elo. I'm just not sure if there is another requirement to get to the next division.

stay there till the end, 18 games. Elo only kicks when a tiebreaker is needed.
season ends a few days after the last league game.

I was 3rd in my league (Division 7) but I got promoted to Division 5. Just wondering how this happened.

There are not enough active teams in the division 5-7. So you skipped all the dead/bot teams to enjoy some competition : )
