How does soloq elo works?

Isn't it based on what my player plays against? like in soloq he plays against same elo. So elo gain/lose should same?

Got player with 1225 elo with 91/62. at same time have played with 1500+ elo with 82/63.

I was told its based on stats. Just want to know if that stands true.
