The coach performance index is a combination of your team ranked elo and your league position. nothing else.
oh and kick your 2nd PR. Only one is working at a time.

Is that true? I was planning on getting a second player rep coach since multiples seemed to work on the test server way back when.

It was mentioned rather early this period, when people had multiple pr coaches.
Havn't tried it though.

I was 50 / 50 on it working, there was a bug where if you had 0 in one of the stats for a rep manager, your team would not gain any rep at all.

but the cpi is definitely not just about current team elo and current league position. im pos 1 in league and my team elo is ranked way higher than my cpi is.
