Scouting

It does not seem to matter if I invest into scouting or not. I have been investing 500 per day for quite a long time now and yet the average figure never increases. Regardless of what I do that average figure stays at 17.

"Your scout strength depends on it's last 30 days investments. Which currently is $500 or an average $17"

To make the story short I have seen this same exact set up both work (average of 4500) and fail (average of 17). I have absolutely no idea why it does not work on this account and works on another account.
