I'm trying to upgrade to level 3 housing, but it's throwing me an error saying that in order to upgrade, my "budget must be more than $61,xxx". What exactly does that mean? I had more than that amount available. Plus, the upgrade itself only costs $31k and some change.

Its possible that with all your current spending on coaches, managers, players and additionals etc it might put your finances at financial risk - So there is a set budget on what you can spend etc.
Not sure if I am correct but could be a possibility.
